Key Accountabilities & Activities:
The Ornithology Survey & Monitoring Manager The LINE will manage and coordinate the Bird Baseline Survey Plan and Ornithology Strategy for The LINE which will incorporate survey, monitoring, mitigation studies, stakeholder engagement and project management. The role will report to the Manager Science and Technology while being placed within the Proponent’s office. Other fauna interests will also be included through the project as they arise.
Delivering world-class protection of the environment during the execution of NEOM infrastructure, economic and growth strategies in compressed timeframes and for highly ambitious projects demands high-quality data and information. Due to the unique challenges posed by The LINE, innovative solutions will be a critical focus of the mitigation strategies. Resultant data and information will need to meet the demands of NEOM’s environmental and social impact assessment process and world-class environmental protection.
Responsibilities include:Ownership and delivery of the Bird Baseline Survey Plan and Roadmap
Interface between Science and Technology Team and the Assessment Team
Interface between Environment and Sustainability Department and The LINE Proponent
Technical Management of the Bird Survey Contractors, Stakeholder Engagement Contractors and Technical Studies
Ensuring environmental excellence in baseline survey and monitoring programs, to budget and applied timeframes
Coordinate and drive the Stakeholder Engagement Plan
Support delivery of all data through digital platform
Procurement and management of baseline survey contractors or consultants
Management of the monitoring field team and other associated consultants
Review consultant reports and environmental sections of ESIA for dynamic turnaround
Undertake audit of survey consultants
Support research studies investigating impacts or mitigation measures (e.g. restoration, relocation).
Ensuring that the environmental constraints of NEOM region are communicated through all development stage gates and within the monitoring programs
The role requires pro-active communication of environmental awareness and excellence throughout NEOM and its service providers.
Knowledge, Skills and Experience
This study has a very high profile and will require a seasoned environmental practitioner that has previous experience in delivering technical excellence for environmental baseline and ESIA. The Ornithology Survey & Monitoring Manager The LINE will have a high level understanding of ecological survey and monitoring methods together with sound contract management experience and the post requires an excellent understanding of survey effort and scientific rigour conducive to supporting design and ESIA process. It is preferred that this role is filled by someone with an ecological or biological project management background. Key will be to develop and deliver the Survey Plan objectives whilst always looking towards optimal design and mitigation solutions. NEOM is always looking towards novel solutions as yet unknown. The Manager will help drive the timely and accessible processing of data readying for analysis and viewing via data portals.
In addition, the role will require:A relevant Bachelor’s degree in ecological or biological sciences.
Minimum of 15 year-experience across terrestrial environmental survey and field work supervision, with preference given to ornithological surveys for wind farms
Strong supervision, programme delivery, people management and enthusiastic solution oriented outlook
Proven record of successfully managing environmental survey and monitoring programs
Strong technical skills across sampling including writing & critical review
Innovative & forward looking to integrate emerging & blue-skies technologies
Must be field fit and capable of spending short periods in-field
Strong program and projects portfolio management skill sets
Fluent in English and Arabic a strong advantage.
Knowledge, Skills and Experience10+ years in Cross functional executive experience (strategy, finance, technology, asset management, program management, corporate governance)

Experience working in international environment

QualificationsAdvanced qualifications in terrestrial or marine environmental sciences and project and resource management.
